Exchange 2010 - prevent users from accessing room resources directly for scheduling

I want to force users to book rooms as meeting resources which will prevent double booking. But some users are going directly to the folder for the rooms and scheduling a meeting and this bypasses any automatic processing and therefore some rooms are getting double booked. Is there anyway to keep users from accessing room folders directly, either through permissions, etc but still allows to set up meetings through the standard process?
