iPhone 4 WILL NOT Connect to Exchange

I was hoping to get some help before I pull my hair out!!

I am a IT/Engineer for a company of about 6,000 and I am having an issue with syncing several iPhone's.  I have 3 Blackberry users and one Android user using the OWA settings to their devices and they are NOT having any problems what so ever.  We are currently running Exchange 2010.  I have been doing some digging around on the internet to try to find some possible answers.  While I have found some great forums and threads, and have tried everyone of the solutions, I am still getting the error "Unable to verify account information."  This is just baffling.

This is what I have done so far and the result:

1.  I have installed the Certificate for our OWA site, with no luck.

2.  I have installed the "EAS Default Task Timeout" (found here:http://support.apple.com/kb/ts3398 ) which I found reading through forums.  This did not work.

3.  I have even gone and grabbed the "About" information from the OWA site and tried using the settings there.  This did not work.

4.  Through one blog I found, it led me to check AD to see if the ‘Include Inheritable Permissions From This Object’s Parent’ box was unchecked when looking up a users account.  I have verified that these boxes are checked.  They are even checked in the OU properties.  This didn't work, but was great research.

5.  I have even tested our company's exchange Activesync Autodiscover connectivity from https://www.testexchangeconnectivity.com and come up with the following results: Successful

6.  Using the same website https://www.testexchangeconnectivity.com , I tested Exchange ActiveSync and came up with the following results:"Failed: Attempting to send Options commands to the server.  An HTTP 403 forbidden response was recieved.  The response appears to have come from IIS7."  Is this my problem?

7.  I have tried to set up my email several different ways through the Exchange option and also IMAP and POP3, but it still did not work.

8.  I have even tried a "Blacklist Profile" that I found through one of the forums I was in, that disables support for Exchange 2010 (Makes Exchange 2010 servers be treated as though they were Exchange 2007 servers).  This did not work.

Another question, I had a blackberry about a year and half ago and this account was tied to it.  Could their be something on the backend that is still looking for this device?
